In a rather unusual move, Railway Minister P.K. Bansal on Wednesday announced an across-the-board hike in passenger fares less than two months before presenting the Railway budget. The hike comes into effect from January 21. As a consolation, however, Mr. Bansal said there would be no further fare hike in the budget. The increase ranges from two paise a km in the basic fare for second class ordinary (suburban) passengers to 10 paise a km for AC chair car and AC first class.
Burdened with the task of containing fiscal deficit, the finance ministry has rejected the oil ministry's proposal to reduce the crude oil cess that could have given much-needed relief to upstream oil companies such as ONGC, OIL and Cairn. The oil ministry had proposed to reduce the cess from R4,500 per metric tonne at present to R2,500 per metric tonne. The cess was hiked in 2012-13 Budget. North Block rejected the proposal, saying such as cut in the cess would lead to a revenue loss of around R10,000-R12,000 crore.
Karnataka, which has been desperately waiting for release of funds from the Centre under drought relief for 2012, stands the risk of not receiving any grants at all. This is the fear harboured by the Revenue Department (Disaster Management), which has sought Rs 11,146 crore from the Centre under the National Disaster Response Fund (NDRF) to carry out drought relief works chalked out for 2012. The department apprehends that if the High-Level Committee headed by the Prime Minister fails to set aside an amount, before the Central budget, the State stands to lose all.
In a move that could be perceived as reneging on its election manifesto, two BJP-ruled civic agencies may increase parking charges in the city. In the manifesto, the party had promised that it would not impose additional taxes on residents, but the corporations may increase parking charges in their budget. North Municipal Corporation Leader of House Mahendra Nagpal said representatives of three corporations will meet to decide on the hike. “We will keep parking rates uniform across the city. It has been duly decided to keep the rates uniform in corporations,” Mahendra Nagpal said.
New Delhi: Soon, Delhiites will have to pay more for parking in public places. The BJPled municipal corporations plan to double the parking rates — from Rs 10 for the entire day to Rs 20 for three hours. The move comes despite BJP promising in its 2012 municipal election manifesto that it will not increase taxes. Sources said the party is compelled to do so as all the three corporations are facing a financial crunch. Senior BJP councilors of the three corporations will soon hold a meeting with Delhi BJP chief Vijender Gupta to finalize the rates, they added.

In a meeting with the finance minister, agriculturalists shared concerns on the government’s widening fiscal deficit. They also suggested direct cash transfer of fertiliser and food subsidies, which they claimed would save the government Rs 70,000-85,000 crore directly. To protect the interests of farmers, they also urged the finance minister and his team to set up a regulator on foreign direct investment (FDI) in the retail segment.
