Employment guarantee

USA, Japan and the European Community have together pledged a total of US $75 million to the establishment of an International Science and Technology Centre in Moscow which will provide stable employment to scientists in the erstwhile USSR. That this is primarily a bid to scotch the likelihood of these scientists otherwise selling their services to governments potentially hostile to the West, is implied in a statement by Robert Gallucci of the US state department. The Centre is to open by June. A second science centre will be opened at Kiev in Ukraine shortly after. USA has already committed US $ 10 million for the Kiev centre.
