No-entry The garbage problem in the City aggravated manifold on Thursday as the agitation at Mandur by local villagers against dumping of waste in the landfill entered third day. The village was on the boil on Thursday with villagers resorting to dharna on the road to prevent the entry of trucks carrying garbage. They burnt huge logs on the road to prevent lorries containing the City’s filth from entering the village. The unrest got more strength with residents of 10 villages adjoining Mandur such as Byappanahalli, Gundur, Kammasandra, Marasandra, Bidarahalli, Jyothipura, Ancharahalli, Bommenahalli, Boodigere and Cheemasandra also joining the protest.

The company, Reliance Gas Transportation Infrastructure Ltd, or RGTIL, had authorisation for building four trunk pipelines — Kakinada-Haldia, Kakinada-Chennai, Chennai-Tuticorin and Chennai-Bangalore-Mangalore — set to be completed this year.
The Karnataka High Court on Tuesday lashed out at the Bruhat Bangalore Mahanagara Palike (BBMP) for the piling up of garbage in the City and directed the civic agency to file a status report on garbage segregation on November 6, 2012. Hearing two public interest litigations, by Kavitha Shankar, a resident and G R Mohan, a City-based advocate and a party-in-person, the Division Bench comprising Chief Justice Vikramajit Sen and Justice B V Nagarathna, expressed dissatisfaction over functioning of the BBMP. It also heard an appeal by some garbage contractors who were unable to participate in the new bidding stating that sufficient time was not allotted for the tender process by the Palike.
Better late than never. The Bangalore Water Supply and Sewerage Board (BWSSB) on Tuesday took its first step towards addressing the growing demand for water in the City. The Board signed a memorandum of understanding (MoU) with Singapore Co-operation Enterprise (SCE) and Temasek Foundation (TF), an investment arm of Singapore government, in developing alternative sources of water by recycling and reusing treated water in Bangalore.
The recent diktat of the Bruhat Bangalore Mahanagara Palike asking apartments, hotels and marriage halls (bulk generators) to segregate their waste and pay for the disposal appears to contravene the Karnataka Municipal Corporation Act, 1976. Rule 103B of KMC Act states: “The corporation may, in addition to property tax levied under Section 103, levy a solid waste management cess at such rate not exceeding one thousand rupees per month as may be prescribed, on every owner or occupier of buildings or lands or both in the city, for the purpose of collection, transportation and disposal of solid waste and different rates may be prescribed in respect of different classes of lands or buildings or in different areas.”
