While the Indian economy grew by 260 per cent between 1975 and 1995 the pollution levels increased by a whopping 350 per cent. Some cried hoarse over the problem and pitted the industry against the rest, the grp unit of cse, however, realised that environmentally sound development was possible. All that was required was a method to guide the industry. The rating was devised to fulfil this need.

Information was sought through voluntary disclosures. Eminent public figures formed the Project Advisory Panel while technical experts constituted the Technical Advisory Panel. An army of volunteers from across the country worked on field operations. After a detailed study of the sector, the companies were asked to respond to specific questions. Information provided was scrutinised and the first draft of environmental profiles of 28 plants with installed capacities of over 100 tonne paper per day. grp evaluated the mills using three broad criteria. It payed attention to the environmental policies followed, performance as well as perception of the local non-governmental organisations and the media of the plant. A weighted index help formulate the final ratings. Those scoring a high of 75 or more out of a weighted maximum of 100 were given, symbolic, five leaves.
