Order of the National Green Tribunal regarding dumping of waste in open near an educational instituion, Konnagar, Hooghly, West Bengal, 13/11/2024
Order of the National Green Tribunal (Eastern Zone Bench, Kolkata) in the matter of Srikanta Samanta Vs State of West Bengal dated 13/11/2024.
The matter related to a dumping ground located near the southern boundary wall of the Nabagram Hiralal Pau College, Konnagar, Hooghly which is posing a serious environmental problem by way of health risk, aesthetic degradation having adverse environmental impact. It is alleged that the accumulation of wastes is leading to foul odour and is attracting pests contributing to health hazards for students, staff of the College as well as local residents; the open dumping of wastes is causing environmental degradation including soil and water contamination and the unsightly appearance of the dumping ground is adversely affecting the visual appearance of the College and its surrounding areas. It is stated that several complaints have been made in the past to the local authority but no action has been taken.
The NGT directed impleading the Principal Secretary, Department of Environment, West Bengal; District Magistrate/Collector, Hooghly, West Bengal; West Bengal Pollution Control Board and Central Pollution Control Board. The court also directed the constitution of a three member committee. The committee would inspect the site and submit its fact finding report and suggest remedial measures required.
