Report by MC, Udhampur in OA No. 176 of 2023 (Rohit Padha Vs Union Territory of Jammu & Kashmir & Others) dated 09/03/2024. The matter related to management of legacy waste in Udhampur.

18500 MT of waste was lying at site at Sui Jhakkar out of which 16500 MT of legacy waste has been scientifically disposed through bio-mining by Municipal Council Udhampur at an approximate cost of Rs 10585666. Remaining 2000 MT of legacy waste is present on the site at Sui Jhakkar as per contour has not been processed till date due to overhead transmission line of 11 KVA which is a matter of serious safety concern. The matter has been taken with JPDCL Udhampur for providing the shutdown and within next 3 months’ time remaining waste lying at the legacy site is planned to be shifted to Integrated Solid Waste Management Site at Tan, Talab Katra for remediating in scientific way by way of bio mining.

The legacy waste site at SUI from where the waste has been processed is remediated and green enclosure has come up at the site. Present waste generation of Municipal Council Udhampur is around 40 MT out of which 50 per cent of the waste is wet waste. Municipal Council Udhampur has started door to door waste collection through outsourced agency from both residential and commercial areas from September 2023 and conducting IEC for segregation of waste at source. Municipal Council Udhampur engaged 4 JCB and 4 tractor trolleys and 40 people.

Silt and boulder was removed from Devika river and a 2 km of stretch has been cleared of solid waste and silt and boulders. Remaining stretch of 4 km would be cleared preferably within three months with the same manpower and machinery. Moreover, iron mesh was also installed at vulnerable spots and convergence points at Devika river for preventing waste flowing into Devika river.
