Order of the National Green Tribunal in the matter of Rambabu Vs Nagar Nigam Rudrapur & Others dated 06/07/2023.

Grievance in the application is against dumping of waste on the bank of Baigul river at Touching ground, Kichha Marg, Paharganj, Rudrapur, district Udham Singh Nagar, Uttarakhand. It was stated that this has resulted in mountain of garbage of 100 ft. height from which garbage spills over to the road. Baigul river joins Kalyani river which is also polluted. Unscientific management of waste is also resulting in death of animals and loss of agriculture crops. Flow of the river is obstructed, resulting in flooding of Rudrapur city. Work of handling waste has been given to an 'incompetent contractor' by the Municipal Commissioner. 500 dumpers have been deployed for recycling of the waste but the waste is transported to Bilaspur and stored near a primary school, adversely affecting the children.

The court directed a joint committee of Uttarakhand Pollution Control Board and District Magistrate, Udham Singh Nagar to verify the facts after visiting the site and interacting with the stakeholders. Necessary action need to be taken in coordination with concerned statutory authorities and a report submitted to the NGT within two months.
