Joint inspection report filed by the Haryana State Pollution Control Board in the matter of Shiv Kumar Arora Vs State of Haryana & Others dated 26/09/2022.

The matter related to dust emissions generated from the process of loading and unloading of railway wagons containing clinker dust near Palwal railway station. More than 100 trucks carrying the dust pass through the area every day after loading/unloading from the railway station.

The report said that dust emissions are generated in the process of unloading of clinkers from the wagons to sidings and loading from the sidings into vehicles. The joint committee report recommended that he railways department should ensure the regular water sprinkling on the complete area of sidings and roads to control the dust emissions generated from the process of loading and unloading. The left over debris on the roads and near the sidings should be cleared immediately after the loading and unloading work is completed. The railway department should also plant trees of tall height near the sidings and near the road to control the dust emissions. These were some of the recommendations of the joint committee report to the NGT. 

Clinker is the backbone of cement production. It is essentially a mix of limestone and minerals.
