UPPCB report on disposal of biomedical waste by M/s Medical Pollution Control Committee, Bijoli, Jhansi, Uttar Pradesh, 17/07/2020

Compliance report filed by the regional officer, Uttar Pradesh Pollution Control Board (UPPCB) dated 17/07/2020 before the National Green Tribunal in the matter of Ravi Sharma Vs State of Uttar Pradesh. The matter deals with the scientific disposal of biomedical waste by M/s Medical Pollution Control Committee (CBMWTF), Growth Central, Industrial Area, Bijoli, Jhansi was inspected by the UPPCB on June 3, 2020.

At the time of inspection, 265.760 kg of waste was found unscientifically stored within the premises on open land. It was observed that the generated effluent by the process of floor washing of BMW storage area, incinerator shed and vehicle washing was not collected in effluent treatment plant (ETP) as it was not operational.

Washing of vehicles was being done within the premises and the effluent generated was also being discharged on land within the premises. Further, no sludge was being discharged on sludge drying beds. Ash, which was generated by the incineration of BMW, was being collected at an open place of CBMWTF premises near the ETP without a covered roof shed and it emitted "fugitive emission" in the atmosphere in the nearby area. In case of rain, there is the possibility of it being flowing outside the premises and can be the cause of water pollution in the nearby area of Bijoli, Jhansi.

Due to the continuous default committed by the operator, the UPPCB has imposed Environmental Compensation of Rs. 7,41,000 against the operator vide letter dated July 17, 2020 and was also directed to immediately carry out necessary rectifications in the plant along with its regular functioning, so as to ensure effective operation of CBWTF.
