Delhi steps up efforts for cleaner air
after dithering on the issue for nearly two years, the Delhi government has finally decided that only those light commercial vehicles (lcvs) which run on clear fuel will be allowed for registration in Delhi.
The decision that will come into effect from July 1, 2006, however, excludes vehicles on national permit. Given the existing technology, most vehicle manufacturers would now be offering cng for their vehicles. The notification, however, may leave automobile manufacturers with unsold stocks, as the time given for stock clearance is too short. Besides, the Delhi government has also stopped goods carriages with a gross vehicular weight (gvw) up to 3,000 kg and registered outside the national capital territory of Delhi from May 26, 2006. Even goods carriages with gvw between 3,000 and 7,500 kg, which are registered outside Delhi and running on a fuel other than clear fuel will not be allowed, says the notification.
lcv s already plying in Delhi will remain unaffected by the notification. "Because, we don't have necessary powers to force conversion of in-use vehicles. The conversion of in-use fleet in the late 1990s and early 2000s in Delhi was made under the Supreme Court order,' says a transport department official.
To put it differently, if you need to convert existing fleet, either the Supreme Court has to intervene or the Union ministry of shipping, road transport and highways has to change its laws accordingly.
