Bhutan national forest policy

This National Forest Policy is framed at a time of rapidly changing political events in Bhutan. The change in overall governance from monarchy to a democratic governance, continued decentralisation and devolution are themes that will impact on many aspects of forest planning and development. Many of the policies discussed below foreshadow some of these changes, but policy instruments in the medium term must be framed in a flexible manner so that they can adapt to and support the on-going changes, some of which can be predicted, but many of which are difficult to foresee at the present time. Sound policy directions that are pro-active can also contribute to national development in a changing world by setting appropriate framework conditions.
