Government criticised

the World Bank has held the central government responsible for the severe water crisis experienced in different parts of the country. It said that the drought situation was a direct result of the lack of effective water management and planning by the government.

"The present institutional arrangements in India do not enable comprehensive water allocation, planning and management,' said Keith Oblitas, principal operation officer of the World Bank. He blamed the present water crisis on the government's top-down approach to water management that saw a number of policy pronouncements not being effectively implemented.
