Blueprint of an action plan
For the Centre
• Improve air quality monitoring;
• Identify 'hot spot' cities for special attention;
• Create a national-level authority with accountable state bodies. These should have technical expertise and financial/legal powers to plan and coordinate air quality improvement exercises; and
• The improvement exercises should include identification of priority pollutants, source-wise inventory of those pollutants, air quality modelling to identify action plan and framing of action plan for polluted cities.
For state governments
• State governments should develop air pollution control action plans for each polluted city with clear targets and deadlines
