Emission Inventory
Form a technical advisory committee
Evaluate non-traditional top-down methods of doing inventories such as the satellite-based methods being used by the European Union
Begin traditional bottom-up efforts
Begin testing on priority pollution sources on a parallel track with the inventory development
Start a preliminary stationary source inventory
Periodically update the inventory and reevaluate
Use ambient air quality data, as it becomes available, to help direct the inventory work
Determine a central repository for the data, which is readily accessible to all the agencies involved.
