Stringent environmental and workers' safety regulations in force in developed nations make it impossible for the shipbreaking industry to set up shop there. The toxic activity, therefore, finds its way into developing countries, where laws are lenient and labour is cheap.

Along with India, Pakistan, Bangladesh and, more recently, China are ideal dumping destinations. Shipbreaking involves highly toxic activities and is hazardous in terms of worker safety and health.
