New Delhi In a rare administrative move, petroleum and natural gas minister Veerappa Moily has withdrawn a note circulated by his predecessor Jaipal Reddy to the members of a ministerial panel, which had opposed an immediate price hike sought by Reliance Industries (RIL) for the gas from its KG-D6 block. Ministry sources attributed the decision to the matter being considered by the six-member Rangarajan committee, but is widely perceived as a sign of moderation in the way the government views RIL’s demand. Moily’s move also reflects the government’s anxiety to ramp up domestic gas output, crucial for the energy-starved economy.
Says the pricing is meant to subsidise private power generators The Odisha government has objected to the new coal price pooling formula proposed by the Central Electricity Authority (CEA) and Coal India Ltd (CIL), saying the revised pricing mechanism is aimed at subsidising private power generators. “If pooling of price is followed, it will ensure subsidy to those power plants, which do not have coal linkage. Private power generators will be mostly benefited at the cost of the state and the general public,” said Pradip K Jena, state energy secretary in a letter addressed to the Central power ministry.
The Delhi Government has sought the Centre’s permission to allow it to divert the gas supply meant for the Gas Turbine Power Plant and the Indraprastha Plant to its new plant at Bawana. Doing so, will help increase production at Bawana, which is currently being run much below its installed capacity of 1500 MW. With no additional supply of gas in sight, and the production of power at the three power plants dismally low, the Delhi Government has decided to juggle its existing supply of gas to ensure maximum utilisation of the fuel and better production of power.

The Centre on Thursday informed the Supreme Court that Tamil Nadu has to be blamed for the power crisis it is facing as it had not strengthened the grid for receiving surplus power. Attorney General G. E. Vahanvati, appearing for the Centre, told a three-Judge Bench of Chief Justice Altamas Kabir and Justices S.S. Nijjar and J. Chelameswar that as far as the power surrendered by the National Capital Territory of Delhi was concerned, the Centre in 2011 had tried to allocate Tamil Nadu additional power. For this year, he said, according to the Union Power Ministry every grid had certain capacity. The southern grid did not have the capacity to receive the available surplus power.
With the November 30 deadline set by the Prime Minister’s Office (PMO) to wrap up fuel supply agreements (FSAs) drawing near, the Power Ministry has directed NTPC to sign the FSA with Coal India Limited (CIL) for supply of coal for its power plants. The Power Minister, in a recent note to NTPC, asked it to sign the FSA with CIL at the earliest and not later than the November 30 deadline. The PMO had, last month, asked power companies, including NTPC, to sign fuel supply pacts by the month-end even if they don’t have binding pacts for sale of electricity.
The Supreme Court on Thursday will hear Tamil Nadu’s interim plea to restrain the Centre from reallocating the entire power surrendered by the National Capital Territory (NCT) of Delhi — 230 MW round-the-clock and 1491 MW between midnight and 6 a.m. — to any other State. On Wednesday, a three-judge Bench of Chief Justice Altamas Kabir and Justices S.S. Nijjar and J. Chelameswar, after brief submissions from senior counsel Ranjit Kumar and Additional Advocate General Subramonium Prasad appearing for Tamil Nadu, asked counsel to serve a copy of the application on Attorney General G.E. Vahanvati so that it could take up the matter for hearing on Thursday.
Neyveli Lignite Corporation (NLC) has written to the Department of Revenue to include its 1,000 MW new thermal power project at Cuddalore in Tamil Nadu in the list of mega power projects to avail itself of customs and Central excise duty waiver. In a letter to the Joint Secretary in the Department of Revenue, NLC pointed out that the Cuddalore project was missing in the list of notified ultra mega power projects and mega power projects, which were exempted from customs and Central excise duties.
