Miners also asked to explain why contiguous leases have bot been combined though Rule 38 of Mineral Concession rules 1960 The Supreme Court-appointed Central Empowered Committee (CEC) investigating into alleged illegal mining activities has asked mining companies operating in Goa to explain violations of rules, even as miners brace themselves for the impact of a continuing ban on mining activities in the state. “The CEC sought our views on four issues including placement of dumps outside lease boundaries, contiguous nature of some mines, transfer of leases and the Supreme Court’s interpretation of the buffer zone issue, in its meeting with the mining association members on Wednesday,” a member of the Goa Mineral Ore Exporters Association (GMOEA) said.
The state steel & mines department will issue notices to 83 miners awaiting second and subsequent renewal of their leases within a month. Depending on the merit of cases, the department will either renew the leases or bring ineligible leases under the fold of its PSU- Odisha Mining Corporation (OMC). The department has seemingly softened its stand after its recent decision to cancel all applications for renewal of leases made between 1987 and 1994. Last month, the department had decided to bring such leases back to the fold of the state government against the backdrop of an ongoing probe into alleged large scale illegal mining activities in the state by the visiting M B Shah commission of enquiry.
Hopes for restart of Goa's iron ore mines in any near future receded on Wednesday, with the Supreme Court-appointed Central Empowered Committee (CEC) indicating after a hearing of over three hours here that it won't recommend lifting of the ban slapped by the court on October 5. Former environment and forests secretary P V Jayakrishanan, who chaired the hearing along with three CEC members, also indicated that the committee's recommendations will be on the Karnataka model approved by the Apex Court, for "pari pasu" implementation of rehabilitation and other measures by the Goa miners.
PANJIM: Officials of mining firms which were hauled up before GSPCB for having indulged in excess iron ore extraction, on Tuesday refuted the charges claiming that they had not exceeded limits set out in the environment clearance (EC), granted to them by the Union Ministry of Environment and Forest (MoEF). During the hearing before the Goa State Pollution Control Board, the firms said that the figures produced by petitioner Goa Foundation, are contradictory. GSPCB is hearing the defence of officials of 43 mining firms, accused of extracting iron ore beyond the permissible limit. The hearing will continue till November 23.

Acquisition to feed steel plants, power projects in India Monnet Ispat and Energy Ltd (MIEL), India's second-largest coal-based sponge iron producer, is set to soon acquire majority stake in a 25-million tonne (mt) coal mine in Colombia. The Rs 1,960-crore MIEL wishes to feed its steel and captive power plants in India using the coal made available through the acquisition. “Talks are on for the acquisition; annual production capacity of the mine is 50,000 tonnes per annum,” said N C Jha, chief executive officer of Monnet’s mining business, without divulging financial details. The former Coal India chairman said the working mine had reserves of both coking and non-coking coal and the deal was likely to be clinched in a month or two.
The Central Bureau of Investigation (CBI) has initiated probe into the contentious joint venture pact between the state-owned Odisha Mining Corporation (OMC) and Delhi-based Sainik Mining & Allied Services Ltd (SMASL) for coal mining in the state. Both companies had formed a JV named Kalinga Coal Mining (Private) Ltd for raising coal from Utkal D block in Angul district, allotted to OMC, with an estimated coal reserve of 138 million.
New Delhi Refusing to scrap the government’s decision under which 194 coal blocks were allocated to various companies, the Supreme Court on Monday issued notices to the Centre and the CBI on a PIL seeking probe by a Special Investigation Team (SIT) into the alleged irregularities. The PIL, filed by various members of civil society, including former CEC N Gopalaswami, ex-Navy chief L Ramdas and former cabinet secretary TSR Subramanian, has leveled allegations of unfairness and arbitrariness in the allocation of 194 blocks and sought cancellation of the licenses granted by the government.
PANJIM: The Supreme Court (SC) appointed Central Empowered Committee (CEC) has castigated Goa government for providing inadequate and incomplete information over conditions of mines and mining illegalities in Goa for last five years ~ 2006-2011 and has directed it to furnish complete information immediately. The CEC, in a fresh letter to State Chief Secretary B Vijayan, pointed to significant inconsistencies and contradictions in the information provided to them by Directorate of Mines and Geology. The Committee termed the information provided by the Mines department, on October 28, as inadequate and incomplete and directed government to provide complete and proper information, immediately. SC has directed CEC to submit its report, essentially based on Justice M B Shah Commission report on illegal mining in Goa.
