A proposal to classify river courses in the State into various eco-zones for their conservation and management is getting ready. This forms part of the guidelines prepared by the Department of Environment and Climate Change for the conservation and protection of river systems in the State. The eco-zones, it is proposed, will be demarcated based on the climatic and geomorphic features of each course, the extent of its degradation, and the scope for its restoration. Permissible activities will be notified for each zone.

The Andhra Pradesh government's decision to do away with the bidding mode for awarding sand reaches has come as a great relief for the construction sector, which since April this year has been reeling under the twin problems of supply shortages and abnormal price. The authorities have now fixed a rate of Rs 325 per cubic metre inclusive of government cess that comes to about Rs 195 per tonne onsite, besides fixing an end user price for sand after adding the transportation costs.
The state government has finally formulated the new sand policy which will be implemented for one year on an experimental basis. Mines minister G. Aruna Kumari told mediapersons that as per the new policy, sand reaches would be auctioned through a draw of lots in place of the existing tender system. The government will fix a basic price of Rs 325 per cubic metre and the miner would be allowed to add a margin up to 20 per cent of the basic price only. A department officer will be stationed at the mine to ensure that the miner does not violate the basic price structure, she added. The government is also considering notifying the maximum price end users have to pay after calculating the transportation cost.
Villagers of Kudumiyanmalai have urged the district administration to take strict action against illicit quarrying of sand in the Vellar. In a memorandum submitted to V.Kalaiarasi, Collector, villagers alleged that illegal quarrying of sand has been brisk in villages in and around Seranur and Parambur village panchayats both near Kudumiyanmalai. Ground water table in the area would deplete and would impede agricultural operation, they said.
Municipal Administration Minister M. Mahidhar Reddy said on Tuesday that the State government will come out with a comprehensive policy on sand mining by the weekend. Intervening during the discussion on shortage of sand during the Prakasam District Development Review Committee meeting here, the Minister said the new policy would ensure easy availability of sand for all sections of people.
