The 'Uttar Pradesh Water Management and Regulatory Commission (UPWMRC) Act, 2008' was passed in the legislative assembly of Uttar Pradesh is the latest addition to the legal reforms pursued in various states in India in the water sector. Establishment of a regulatory authority in water sector will have wide ranging impacts on the public interest in the water sector.
This article is an interim outcome of an action research project being done on Water Governance under which an analysis of the sub-basin is being done to understand the dynamics of water allocation and regulation in practice. It studies inter-sectoral water allocation, planning and management in the last decade in the small sub-basin (Waghadi) in Painganga basin of Godavari River in Maharashtra.
The article on Groundwater: Towards an aquifer management framework by Dr. Himanshu Kulkarni and P.S. Vijay Shankar, published in the Economic and Political Weekly (Feb 07-13, 2009) was very insightful. The current debates on groundwater issues are quite encouraging as better solutions are being sought to cope through the crisis.
