Report of the Jammu and Kashmir Pollution Control Committee informed the NGT that the operation of brick kilns were being regulated by the pollution control committee as per the provisions laid out in the following legal enactments and guidelines issued by the government.

There are 213 brick kilns located in Budgam district. Taking cognizance to the suggestions of the joint committee constituted for the purpose of verifying the factual position/status of brick kilns in Budgam district, the Regional Director Pollution Control Committee has issued 96 number of notices against the brick kiln owners who have not renewed the consent to operate from the Pollution Control Committee. As on March 31, 2023, 46 brick kilns which are not complying to the environmental norms are ordered for closure by the Jammu & Kashmir Pollution Control Committee.

One of the suggestions of the Joint Committee was that the Jammu & Kashmir Pollution Control Committee should provide the full guidance and assistance to project proponents for installation of the latest eco-friendly technology. The NGT has been informed that the PCC has conducted awareness workshop and meeting with the brick kiln owners in Srinagar with respect to zig-zag technology.
