Panipat Thermal Power Station dumping fly ash illegally: NGT directs the committee to look into the matter

Order of the National Green Tribunal in the matter of Subhender Vs State of Haryana & Others dated 22/09/2022.

The application was filed by Subhender, village Sutana, district Panipat, Haryana regarding Panipat Thermal Power Station. According to the applicant, the plant, which is based on coal, dumps fly ash residue in the nearby area. Fly ash particles are flying in the nearby villages Sutana, Jatal, Khukhrana, Untla, Aasan. All the residents of the above villages and the passengers passing through the road passing by the side of the plant face great trouble due to the fly ash. On May 20, 2022 a wind occurred due to which the fly ash entered the houses of the residents of the above villages.

Despite several complaints to the concerned chief/executive engineers, no action has been taken so far.

The NGT, September 22, 2022 directed the constitution of a joint committee comprising the Central Pollution Control Board, Haryana State Pollution Control Board, and Deputy Commissioner, Panipat, and directed the same to meet within two weeks and undertake a visit to the sites, look into the grievances of the applicant and representatives of the Panipat Thermal Power Station, verify the factual position and submit its report within one month.

In case the joint committee observes any violation of consent conditions and environmental norms, then it shall forward a copy of its report to Panipat Thermal Power Station so that the recommendations of the committee can be implemented or file objections against the same and file its response within one month from the date of receipt of a copy of the report of the Joint Committee.
