The current proposals on the transfer of climate technology in the international climate negotiations: an assessment

This policy brief summarizes the current state of international climate negotiations relating to technology transfer and draws on an assessment of pertinent research to develop recommendations for participants at the upcoming climate negotiations in Copenhagen. Proposals geared towards the establishment of a new body responsible for technology in a future climate agreement and enhanced strategic planning and cooperation on technology matters currently enjoy broad support. By contrast, the issue of intellectual property and the notion of establishing a specific technology fund remain controversial.
