China declassifies secrets

China is opening its doors to the world in every sense of the phrase. In mid-February, the official Guangming Daily reported that the country had declassified 90 per cent of its scientific and technological secrets under new rules and regulations. The official explanation for the move is that the old rules, approved by the cabinet in 1981, have now become outdated.

According to analysts, the declassification move actually allows the cash-strapped Chinese government agencies and state-owned corporations to hawk their scientific know-how for funds that are badly needed.
